Soft-spoken and quick-witted, David is synonymous with excellence in radio.


Larry Patrick
- Patrick Communications
Patrick is President of Patrick Communications Corporation, a broadcast management and consulting investment banking firm established in 1983. Patrick has consulted more than 300 broadcast companies and 35 financial institutions and his firm has handled billions in broadcast transactions and appraisals. Patrick is also a radio broadcaster, and owns 14 stations in Wyoming.


Jeff Haley
- RAB
As President and CEO of the Radio Advertising Bureau (RAB), Haley has played a crucial role in the "Radio Heard Here" initiative, a campaign recently established to showcase the advances in digital technology that have enhanced radio programming. Haley's clear understanding of the importance of digital media in radio stems from over 25 years of experience in marketing and sales management within the media industry.


David Donovan
- MSTV
Donovan was named president of the Association for Maximum Service Television, Inc. (MSTV) on July 1, 2001. Founded in 1956, MSTV is a national association of over 430 local television stations dedicated to promoting the technical quality of free, local over-the-air television service. Donovan has nearly 20 years of broadcast regulatory and policy experience. Prior to MSTV, Donovan was Legal and Legislative Affairs for the Association of Local Television Stations, Inc. (ALTV).

DTV
Detroit Welcomes DTV Help Centers
The Michigan Association of Broadcasters (MAB) has teamed with the Detroit Public Library system along with other regional libraries around Detroit to offer the general public a hands-on opportunity to learn and prepare for the Digital Transition. The libraries will serve as DTV Help Centers offering a wide range of informational services to anyone who may have questions about DTV. The services include assistance in finding and deciphering DTV information in both print and electronic form, assistance in applying for and tracking converter box coupon orders and lastly, providing live demonstrations on how to install and operate a converter box and basic antenna. Don Lors Continues to Support DTV in Michigan
Don-Lors Electronics has stepped up to the plate again when it comes to DTV. The Livonia based company held training sessions to prepare the Detroit Area Libraries for their role to function as DTV Help Centers. Don-Lors Electronics first came on board when they undertook the Michigan DTV Helpline project; the helpline is still running strong and will continue to serve Michigan citizens through the end of June. Don-Lors commitment has proven time and time again the strong caliber of company we have here in the state of Michigan.

New DTV Deadline on June 12
The countdown to digital has begun again as the new transition date fast approaches. All full-power TV stations will transition on or before June 12, 2009. As Michigan prepares for the transition, the MAB has taken a number of precautionary measures to ensure the transition goes as smooth as possible including: opening DTV Help Centers in at risk areas, bolstering operating staff at the Michigan DTV Helpline and working with local broadcasters to increase messages about vital DTV information. The Light at the End of a Tunnel

It may not be very bright, and sometimes we may think we are hallucinating, but I've had too many reports that the light is there. Even if the quote of the day is: "We are not down as much as we thought we would be", it is still good news.

Now, our job is to keep the momentum going forward and upward. Our clients need our ideas and positive energy now more than ever.

We all know this recession is not over yet but it may be slowly getting better. Will the economy get any better than what it was? I answer with another question, "is anything ever quite what it was"? No. The economy will not be as it was, that, we can guarantee. It may not be bad or good. It, however, will definitely be different.

Different is what broadcasting is all about and we have technology on our side. Our new products: HDTV, digital multicasting, HD radio, multi-radio channels and our websites all offer our customers real variety. Plus, many of you are into social networking such as Facebook, texting, tweeting and more.

There has never been a more exciting time to be in broadcasting. I believe that after all is said and done we will be left standing because broadcasting embraces change. We ride the wave, take the curl, hug the corner and we win the race.

Heads up, shoulders back and forward “Hoorah!”.......... Opportunity awaits.


MAB 60th Anniversary Year

The 90s
The Michigan Association of Broadcasters (MAB) continues a year-long celebration of 60 years of service to Michigan broadcasting. To commemorate this milestone, we will highlight each decade culminating with a celebration during our Annual Meeting and Leadership Retreat at the Grand Hotel in July. Last month, we focused on the 80s (see here); this month, we move into the 90s..

The 1990s - Another Decade In The History of the Greatest Broadcasting Organization In The World!

MAB Legal Hotlines, titled “the greatest MAB member service ever”, begins in September 1991.

Commissioner James H. Quello is confirmed for another 5-year term on the FCC in June 1991.
James H. Quello was named interim Chairman of the FCC by President Bill Clinton in 1993. He remains in that post for one-year until Reed Hunt is sworn in.

“Baby Your Baby” campaign to reduce infant mortality kicks off in 1991 as a statewide Public Private Partnership Community affairs campaign including a partnership with TV, Radio, Print and Cable. As a result, calls to the state’s hotline increased 600% in the first year of the program.

Cable providers and broadcasters cooperated in a service provided by MAB to identify commonly-owned syndication rights of stations and network non-duplication in a report faxed weekly to cable managers and TV members to make it easier for cable to block Syndex claims.

MAB moved the NCSA program from “Yes Michigan” to the Department of Community Health, a more appropriate place for it according to Governor John Engler. During that time, while negotiating a new agreement, the MAB sat out one-year without NCSA funding, a hit of over $300,000!

Stations battle Single Business Tax (SBT) and Advertising Tax at the State Capitol and debate indecency on the airwaves as well as keep tabs on children’s programming.

MAB supports Desert Storm troops by donating sand pails with AM/FM weather resistant transistor radios titled “Project Musical Sand Pails”.

1992 – Mid-Winter Conference officially becomes the Great Lakes Broadcasting Conference & EXPO (GLBC).

1992 – MAB partners with Blue Cross Blue Shield with “Ask the Doctor” campaign.

1992 – The first “Shape Up Michigan” and “Shape Up Michigan Kids Club” campaigns took place featuring Isiah Thomas, Detroit Pistons’ guard and captain, and the MAB.

1992 – MAB offers warm hospitality to Michigan stations during a cold November evening in East Lansing as they cover the Bush, Clinton and Perot presidential debates.

MAB celebrates its 45th Anniversary with a roast of FCC Chairman James H. Quello during the Annual Conference at Boyne Highlands, 1994.

MAB creates the MAB Foundation in 1994 based on an understanding for the need of a continued human resource pool of educated people interested in entering the broadcasting industry and because the MAB had additional funds without a specific purpose. Over-reserving was something that the IRS, at the time, frowned upon. MAB formed the MAB Foundation to receive some of the reserves in hopes that it would grow to become financially sound & than if anything were to every happen to the MAB the foundation might be able to take over some of the educational programming and services that MAB offered continuing those things that fit their purpose.

In celebration of the MAB’s 50th Anniversary, the On the Air! Michigan Radio and Television Broadcasting exhibit opens in the fall of 1998 at the Michigan Historical Museum in downtown Lansing with a Grand Gala event featuring Ernie Harwell. The exhibit covered the history of broadcasting in Michigan from 1920 to 2000. Also during the Grand Gala event, MAB issued framed certificates from Secretary of State Candace Miller to every station that turned 50 that same year.

MAB ends a year-long celebration of its 50th Anniversary at the Grand Hotel in July 1999. Many past presidents, government officials and special guests joined in the celebration.

MAB addresses Satellite Home Viewers Act (SHVA), Ownership rules and the beginning of the EEO rules.

In 1991 when Desert Storm began, MAB and its members came to the aide by distributing sand pails with portable radios to troops from Michigan. The Early 90s: Random Thoughts From Deep Within the Memory Bag!

To MAB…thanks for the invitation to look back, reflect and ponder the life and times of the MAB in the 1990s. What I remember most vividly is joining the Board of Directors (“keeping my mouth shut”) and learning so much at the hands of my predecessors – Jim White, Guy Spitsberg, Jerry Colvin, Chuck Mefford and Tom Bryson…a smart thing to do.

The late 80s and early 90s brought two things to the MAB – Karole White and a permanent home in Lansing at 819 N. Washington Avenue.

First - I remember spending time (lots of time) on the phone with Tom Bryson discussing how to encourage Ms. White to continue in her position as Executive Director/President. The board was lucky enough to persuade her to move to Lansing and take over the role and she was establishing a name and reputation for the broadcasters of Michigan. Looking back – nice job, Mr. Bryson – as Karole is now celebrating 20+ years leading the organization…seems to have been a great “fit” for everyone involved.

Second – upon becoming President in 1991, I remember burning up the asphalt between Southfield and Lansing meeting with Karole to look over, investigate, plan review and finally – sign a mortgage on a permanent home for the MAB. Karole, remember how one second in almost every meeting we felt as if we were taking a giant step to solidify the future of the organization—only to be followed by a tick of the clock and being filled with fear that we were over-extending our capabilities and insuring certain ‘doom’ to the MAB and our respective careers?

Other random thoughts about the year – 1991:

• January marked the swearing in of the 45th Governor of the State of Michigan, John Engler, who took over the reins from Jim Blanchard – a shift from Democratic to Republican control was causing many changes in Lansing.

• Karole – remember the challenge of “re-establishing” a dues structure to support the NCSA program in order to comply with the rules of the IRS?

• Look around the board table – those directors who would go on to accomplish so much in our industry…Bob Ottaway, Pat Mullen, Elaine Baker, Tom Scanlan, Steve Trivers, Alan Frank, Scott Blumenthal (only a few in name).

• What is this new industry “cable television” – how do you think this will play out in the future? Do you think it will have an effect on over-the-air television? Man, we have enough competition in our TV markets with three networks and those independents.

…all good times and today as I sit as Vice President of the OAB (Ohio Association of Broadcasters), I will assume the presidency next year, and have the privilege of doing it all over again 19 years later in my home state, here in Columbus – near my beloved “OSU Buckeyes” (Sorry…had to do it!)

I think that it might have been Chuck Mefford who encouraged me to join the MAB while I was still broadcasting WMMQ-FM out of our original Charlotte studios. It was one of the best things that I ever did in my professional career. The people, the information, the lobbying…what great years.

Although times are tough now, we thought that they were tough then too. I remember at one of my first meetings when Tom Griesdorn announced that they had the MAB headquarters appraised and that we may need to sell it and rent it back! That caused a few jaws to drop.

And, I had fond memories a few weeks ago when my client Macomb Community College invited me to attend a celebration of their Sixties Exhibit followed by an evening with the Smothers Brothers Live. You can imagine my surprise to see a video clip of Pat Paulsen, whom we saw live in Traverse City at one of our summer meetings, on the big projection screen “running for President” and espousing a platform to rid the country of greed, end the Middle East conflict and get the economy under control among other things. Can you believe it? And, this was before CBS cancelled their program in April 1969!

More proof that…”the more things change, the more they stay the same. My best wishes to all of my fine MAB friends! The best IS yet to come.

I’ll never forget my first board meeting at the MAB. It was announced that there had become an unexpected vacancy as the chair of the Great Lakes Broadcasting Conference (GLBC) committee and an immediate replacement was needed, as the conference was just a few months away. One of my friends Gil Buettner, then with WWMT-TV (Kalamazoo), on the board pointed at me and said, “You’re elected. Welcome to the board.”

I’ll never regret getting “drafted” as GLBC chairman as it gave me a wonderful opportunity to work with the talented MAB staff and meet many broadcasting colleagues from around the state. It also gave me a deeper appreciation of how blessed the broadcasting industry in Michigan has been to have an association that consistently provides the finest broadcast training and programming services in the country.

Without question, the best part of being part of the MAB board was getting to know so many outstanding individuals who have been leaders of the broadcasting industry in our state. I would have never known many of those people had it not been for my association with MAB. Many remain friends to this day.

The broadcasting industry provided me with a lot of wonderful opportunities and memories. MAB allowed me the privilege of making a small contribution back to that industry. Thank you!

31 Days and counting…again…

As I write this month’s article for the MAB e-Newsletter it is just 31 days to the revised deadline for the transition to Digital Television, June 12. All of MAB’s television member stations, along with the association, have worked to ensure that the remaining citizens still unprepared for the switch have every opportunity to connect with someone and receive help. The partnership with the Detroit Public Library, and other regional libraries, gives Michigan citizens DTV Help Centers for anyone with questions about DTV. Also, still going strong is the support the MAB has received from Don Lors Electronics who has diligently maintained the DTV Helpline since October 2008. All of our DTV partners are very valuable and have helped the MAB with DTV initiatives over the last year. Even though this transition is almost complete, I encourage you to continue to work with your local communities to assist anyone with needs after June 12.

June 12 is a very busy date at the MAB…not only is that the official Digital Television transition deadline, it is also the deadline to register at the low rate for the MAB’s Annual Meeting and Leadership Retreat and the MAB 60th Anniversary Celebration at the Grand Hotel. After that date, registration rates go up and the discounted group room rates at the Grand Hotel expire.

WWJ-TV and The Free Press Launch Unique Partnership
The Detroit Free Press has formed a unique partnership with CBS-owned WWJ-TV, to launch a 5-7 a.m. weekday program that will offer weather and traffic updates, as well as news gathered by Free Press journalists. The new program will be called "First Forecast Mornings" and will include Free Press Express news segments.

WTCM/Traverse City's O'Malley Celebrates 25 Years On The Air
On May 3, WTCM's Jack O'Malley celebrated 25 years on the air as the station's morning host. With the celebration, O'Malley begins a new chapter as the longest-running and highest-rated morning show in Northwest Michigan history. Over the years the morning show host has shared with listeners the birth of his two daughters, the agony of sending them off to kindergarten, the trials of teenage years, and the pride in their remarkable achievements as they grew into young women. He's flown in stunt planes, delivered letters, care packages, and cigars to soldiers in the war zone, danced for snowflakes, and comforted listeners on 9/11.

Through his efforts, he's transformed Traverse City's Memorial Day ceremony into a fitting patriotic tribute to our fallen soldiers. He's hosted a long-running television feature, "Jack's Journal"...and has taken his lifelong love of baseball into coaching, instilling character and teamwork to a new generation of young women on Traverse City West High School's girls softball team.

Jack shared his 25 years of memories with listeners on a special edition of his WTCM morning show May 1.

WZZM-TV’s Geraghty Takes Job at KXTV/Sacramento
WZZM-TV/Grand Rapids' Tim Geraghty has accepted an offer to join Gannett owned KXTV News 10, Sacramento, California as Vice President / Information Director, according to Janet Mason, President and General Manager of the station. Geraghty is currently the Vice President / News Director at WZZM, which is also owned by Gannett.

“Tim has done a terrific job and his leadership will be missed”, said Mason. “Tim has left his mark on WZZM 13 with his aggressive approach to breaking news, his commitment to creative storytelling, and his innovative ways of delivering content on multiple platforms.”

Under Geraghty’s leadership at WZZM 13, the station has won numerous awards, including many Michigan Broadcast Excellence Awards, EMMY Awards, Murrow Awards, the esteemed Gracie® Award, as well as runner-up for NPPA Station of the year.

Marsha J. MacBride joins Sciarrino & Shubert, PLLC
Sciarrino & Shubert, PLLC announced today that Marsha J. MacBride has joined the broadcast and media legal services firm as counsel. MacBride was the Executive Vice-President for Legal and Regulatory Affairs for the National Association of Broadcasters from 2003 to 2009. Prior to NAB, MacBride served as the Chief of Staff for FCC Chairman Michael Powell and was Vice-President of Walt Disney Company.

Michigan Law Permits the Direct Deposit of Employee Wages and the Issuance of Electronic Pay Statements

The Michigan Payment of Wages and Fringe Benefits Act (“Act”) states that an employer can electronically pay wages to its employees through direct deposit. An employer can direct deposit an employee’s wages so long as it has the full, free and written consent of an employee that was obtained without intimidation, coercion or fear of reprisal for refusal to permit the electronic deposit. Also, under the Act, employers can provide electronic pay statements to its employees.

Washington State Approves Tax Break for Newspapers; MAB Stands Up for Broadcasters in Michigan
Washington Governor Chris Gregoire (D-WA) approved a tax break for the state's struggling newspaper industry. The measure gives newspaper printers and publishers a 40 percent cut in the state's business tax.

While newspapers across the country certainly have had to resort to layoffs and other cost-cutting moves, broadcasters are experiencing the same economic difficulties. Each industry is dealing with a business model in transition at a time when the recession has dried up advertising dollars.

The MAB has taken this argument to the Michigan Legislature. Success was met with the introduction of House Bill 4884, a measure sponsored by Representative Brian Calley (R-Portland) to exempt both newspapers and news broadcasters from the Michigan Business Tax.

House Judiciary Committee Passes Performance Tax
Despite objections of civil rights groups and members of the Congressional Black and Hispanic Caucuses, the House Judiciary Committee passed the Performance Rights Act by a 21-9 margin on Wednesday, May 13. House Resolution 848, introduced by Committee Chairman John Conyers (D-14), will now go to the full House for consideration.

Before a vote was held on the bill, an amendment proposed by Conyers reducing the fees charged to small stations, was added. Stations grossing less than $100,000 would pay $500 a year, those grossing between $100,000 and $500,000 would pay $2,500, and those making between $500,000 and $1.25 million would pay $5,000. Amendments to delay a vote 6 months for the Government Accountability Office (GAO) financial impact study and an amendment to ensure all royalties collected go to the artist were both defeated.

Members of Congress must hear from constituents who can explain the devastating implications any new fee or tax would have on the stations within their home district. They must be fully informed on how dangerous such a proposal is to the economic viability of the radio industry and jobs in local communities, especially during these tough economic times.

 
 
Stupak Addresses U.P. Broadcasters
Michigan's Northern and U.P. broadcasters had the opportunity to meet with Congressman Bart Stupak (D-1st), already in Marquette to serve as Northern Michigan University's commencement speaker, and his wife Laurie in April. MAB President/CEO Karole White and Government Relations Manager David Jessup joined over 20 local radio and television broadcasters at the event.

Congressman Stupak addressed the many issues currently before the Congress that are important to our industry. Specifically, he spoke at length about the performance tax debate.

Performance Tax: What Does It Mean To Michigan?
A recent report issued by the National Association of Broadcasters (NAB) places a price tag on a performance tax in Michigan. Based on the average quarter-hour audiences Monday-Sunday, the NAB report pegs the total tax for all Michigan music stations at $62,746,888 for 2009.

At a time when Michigan’s economic woes are at their height and local radio broadcasters revenues are down across the board, Congress wants to take almost $63 million out of local communities and funnel it to the big record labels, many of which are based overseas. All while broadcasters are already responsible to a regime of royalty payments through ASCAP, BMI and SESAC.

Small, local, family-owned radio stations would not be able to bear the burden of a new tax. Many would have no choice but to cut jobs, or some may simply cease operation.

The Other Quiet Television Digital Conversion

While the over-the-air digital transition of full power TV station has the lion’s share of national publicity, another smaller digital transition is also occurring in U.S. TV stations. As of Monday, May 27, the Lansing-Jackson DMA joined the Grand Rapids-Kalamazoo and Flint-Saginaw-Bay City DMAs in adoption of the new 2 GHz Broadcast Auxiliary Services (BAS) band plan for 2 GHz.
