State Representative Bill LaVoy & 
State Senate Minority Leader Gretchen Whitmer
LaVoy was the Executive Director of Monroe Public Access Cable Television (MPACT) for 14 years, until he was elected to the State House in November.  As Executive Director of MPACT, he built partnerships with educational institutions, nonprofit organizations and local governments across Monroe County.  An active Rotarian, LaVoy has served as both the President and a member of the Board of Directors of the Rotary Club of Monroe and on the executive committee of the Monroe City-County Arts Council. 

In 2011, State Senator Gretchen Whitmer was honored by her colleagues as she was elected Senate Democratic Leader for the current legislative session. She is the first woman to lead a caucus in the Michigan Senate. Senator Whitmer was first elected to the State Senate in March of 2006. Previously, she served as a member of the Michigan House of Representatives, from 2000-2006, where she served as the ranking Democrat on the Appropriations Committee.

Tim Lundgren is a partner at the Varnum law firm, where he practices in the telecommunications, energy, and environmental areas.  Tim represents municipalities at the state and federal level on a variety of telecommunications issues.  He is currently representing the City of Detroit in its federal court litigation against Comcast over Comcast's lack of a cable franchise with the City.

Think Like an Adman and Sell Like a Madman - room 201

In this session local broadcast sales expert Paul Weyland shows you how to take control of the front-end of the local direct sale (the creative idea) and the back-end, asking for and getting an annual commitment.  Weyland covers how to come up with million-dollar ideas your clients will want to buy, at rate card. Then Paul shows you how to do a simple ROI calculation that motivates clients to want to triple or quadruple their investment on your station, regardless of your rates, ratings, market size or format. 

You’ll also learn the importance of cutting through clutter by using headlines that compel local decision makers to return your calls and emails, how to draft a proposal that your clients will want to read and why your price is the last thing you should compromise when trying to attract new business, even in a recession.

The use of audio compression has expanded exponentially in radio and TV in recent years. The technology has made sending audio from point to point much easier and less expensive than ever. However, our industry’s drive for cost-effectiveness could lead us down a dangerous path:  The misuse and over-use of audio compression can degrade audio quality, potentially undermining one of the most important factors for the long-term viability of radio.
This paper will examine the growing trend of multiple compression passes, and its effect on audio quality. It will discuss ways to maintain the efficiency benefits of compression technology, while making sure your audio stays pristine throughout the broadcast chain, all the way to your listeners’ ears.

The past few years have seen the increased use of portable broadcast solutions that are designed to transmit live video over 3G/4G cellular wireless network connections. Although these new technologies such as TVU Networks' TVUPack have opened up many new options for broadcasters, all solutions are not created equal when it comes to delivering a resilient broadcast quality picture over 3G and 4G networks.  These mobile uplink devices also come in different shapes and sizes in backpack, camera-mount and belt-mount options.  In this session, you will learn how portable wireless live uplink solutions like TVUPack work, mobile options available to broadcasters and how selecting the right solution can make all the difference in picture quality.

Transmitters: Yes, You Certainly Can! - room 101

Fifty years ago, if someone had suggested that radio transmitters would be tubeless and incorporate computers, it probably would have created some disbelief. Little could we imagine how the advent of computerization and IP networking would affect every aspect of the transmission facility, from transmitter control and monitoring to audio transport and delivery. This session explores some of these transmitter developments, as well as other advances in the areas of physical size reduction, equipment design and overall performance. Covering topics such as equipment life expectancy, maintenance, personal safety and reduction of operating costs, Jeff will discuss several improvements that couldn’t even have been imagined half a century ago and invites brainstorming on where we might be in another fifty years.

Whether it's the 'second screen' experience or a radio station smartphone app, broadcasters see the increased importance of mobile devices and engaging with listeners and viewers via social media. What's harder to see is how the effort put forth can generate revenue for the broadcaster themselves instead of a third party, like Facebook, YouTube or TuneIn Radio reaping the benefits. Mobile can be profitable, and so can social media engagement, but broadcasters need to look at not just the available tools, but the context and implementation as well. The Inside Scoop on EAS for 2013 - room 101

Larry discusses new projects and improvements to Michigan's EAS system. Learn about the new state CAP aggregation server, which will supplement the national IPAWS server, and how you will integrate your CAP equipment with the new aggregator. Also, find out how AMBER alerts are changing thanks to new software under development for use by law enforcement. Currently in alpha testing stages, the new system integrates with IPAWS and is designed to produced a consistent high-quality text output for broadcast and social media. Another exciting MAB program allowed TV stations to satisfy their FCC-mandated CAP requirements through equipment loaned free of charge in exchange for an agreement to air high priority EAS messages. Finally, learn about the new automatic EAS-integrated public warning system for Michigan's state parks.
